Catherine “Ginny” Kilgore

Ginny taught high school English for a year and then attended the University of Mississippi School of Law. She practiced as a sole practitioner for two years in Oxford and then joined the staff of North Mississippi Rural Legal Services in 1978. Ginny worked in various capacities at NMRLS until she developed the NMRLS Elder Law Project in 1985. The project provides training activities, direct representation to clients in a 39 county service area, and community legal education through grants from six area agencies on aging. For most of her career, she also served as the NMRLS Administrative Law Unit Director. She has also served for many years as Adjunct Professor for the Elder Law Clinic, a part of the University of Mississippi School of Law Civil Legal Clinical Program, providing hands-on experience for law students in the areas of law that impact upon the frail elderly. Inspired by the National Aging and Law Conference 20 years ago, she developed the annual NMRLS Elder Law Conference that offers Continuing Legal Education for attorneys and social workers. She has developed manuals and brochures on health care and public benefits available in Mississippi as a resource for the general public and attorneys. Ginny provides a full range of legal services to elderly clients, community legal education, will days at senior centers, and legal instruction for area agencies on aging and the University of Mississippi Law School.

On the strength of a partnership with six area agencies on aging, and the University of Mississippi School of Law, Ginny and NMRLS have stepped forward during the past twenty six years to provide the primary leadership in the public interest law community in Mississippi in the area of Elder Law.

Ginny is the 2002 recipient of the University of Mississippi Law School Public Service Award and the 2000 recipient of the Mississippi Bar Legal Services Lawyer of the Year Award.

Ginny and Rance, her husband of forty-two years, reside in Oxford, MS with their dogs, Blue and Trixie and their cats, T-Bear and Madison.
